GoogleAd Words/Building Landing Pages

We're looking for someone to take over our in-house Google Adwords. We had a campaign and were unhappy with the results so we want to do it "in-house" and take a closer look.

Must have experience:
Building landing pages
Creative Side on call to actions
Call Tracking
Be able to help us see our results through tracking
Set up our campaign
Bing - not totally necessary

We can make this a full-time /Part-time or contract work.
