Our algorithms in determining if someone has more than one account are pretty sophisticated. We don't catch people 100% of the time, but we're really good at it.

Applying for jobs means someone is looking for a job. If someone is always applying, they're always looking for a job. Usually someone who is actively applying will find a job within a month.
If you've already hired this person: If a worker is applying for jobs after you've already agreed to hire them it's worth investigating. They're looking for another job...
Workers who apply for jobs month after month are continually looking for work. Often this means they're working more than one job or they're commonly doing contract work. In and of itself it's not bad. But it could be indicative of a bigger problem.

Editing a profile is almost always a sign of looking for a job. Workers edit their profile to get it right, then they leave it alone for a while.
If you find someone editing for a period of time, then not editing for a period, it's often indicative of them getting a job. Starting to edit again is indicative of that job ending and them looking for a job again.
If someone is consistently editing their profile over a long period of time, it usually means they're trying to stay on top of search results to try and land multiple jobs. This is a problem.
